I didn't hear of any global outage. 

It may be limited to a region or data center or maybe only to your instance.

Are you looking into PDI or Customer Instance.

Customer Instance no global outage.

PDI : Having issues to connect.

failed to connect

The destination devXXXX.service-now.com is not reachable.
Contact your IT administrator with the following error:

Connection refused

 

Mark it as helpful and solution proposed if it serves your purpose.
