Is it possible to define a global Quick Link (i.e., one that is visible to everyone in Service Operations Workspace)?

For example, we wanted to add a quick link for IT&S Contacts which would be visible to all. 

When I add a quick link, it is only visible to me.  We would like to define a few global quick links in addition to allowing the users to add their own. Is this possible?

Could you please provide the steps to update the filter from Quick Link widget in UI Builder from Service Operations Workspace ?
