ServiceNow Flow Designer not creating subflow

I am attempting to use an xml of a local update set to move a subflow from our prod to dev instance.  I created a copy of the subflow and captured it in an update set.  Then I exported the xml and attempted to import the subflow xml into our dev instance.  When I try to open the subflow I get the following error:

 

We are on Vancouver 7.  I followed the directions I received from the Product Manager at Knowledge 24.

Hi @demaroj ,

 

Please ensure that the sub flow is published and the captured in the update set.

 

While commiting the update sets,  you might get some errors, please accept it.

 

Your Sub flow should be visible in Flow Designer.
