Issue is coming for unsupported_grant_type. Please share what grant type you are using . If possible with Screen shot. If you have client ID, and secret, You can change Grant Type as Client Credential.

i have masked sensitive data , i suspect this may be caused my some azure portal/devops access issue

Could you share what Oauth API script you are using. 

Send credential- set "In Request Body...." one

and below There is a tab, Oauth Entity scope. Share me the screen shot what scope added
