'Show Notification' do not send when assignment group is receive

When is change the  assignment group I need to send notification to new assignment group and they will  see in 'Show Notification'  but it doesnt send

This is work just when I put user specific if I put assignment group  with email in the group and user he did not send

Could you please check weather member or emails of member of group is active.
