Hi Catherine,
As per design snc_external users are restricted to view any data/portal in our Servicenow instance due to security reasons as they are external users for the company.
You can however create a custom role and provide that role to the specific users and then can create a read ACL on $sp and provide snc_internal and custom role in the requires role section.
Hence any user having that role will be able to access the widget and other external users will still be blocked

But how the external user(having snc_external) can have snc_internal role to see the widgets and reports?
The user can cant have both of this roles
