Standard Change Request

My Organization Wants to take an approvals in Assess and Authorization level for Standard Change Request.
We have out of the box standard change managment where standard chnage is skipping Assess and Authorization levels.

How to accomplish this requirement?
Do i need to created flow designer for Assess and Authorization levels?

Could any one please help me on this?
