I have configured my state models, and change states from Standard changes as shown in the screenshots. When I create a Standard Request, the State defaults to New but shows all other states I can change to as well. It should only allow me to change to Scheduled. Do you know why this is not working. It works fine for the Emergency and Normal Change Models?
Any help is greatly appreciated.

In the screenshot of the record, Model isn't populated. That's what controls the states.

That is very interesting since in my other environment I didn't have to do that. In any case I open the change model, allowed the "Available in 'Create New'" and it works if I select Standard change model to start but how do I get standard value for Model field to automatically populate when I select a Pre-approval standard change template?
