Support Portal Case Submit button grey

On our Support Portal, one of our customers can't add a comment to a Case, because the 'Submit' button is greyed out.

When they add the text in the box and click on 'Submit', the 'Submit' button turns grey and the text remains in the box and the commnet isn't added to the Case Activity. This is happening on a few Cases, but other Cases, it's fine. They are seeing a 403 (Forbidden) error in Developer Tools of Chrome. Other users on the same Account are seeing the same thing when they attempt to add a comment on these same Cases. I'm unable to replicate the issue when I impersonate them. On these same Cases, they were able to add a successful update 7/10 days ago. We did just upgrade to Washington on 08/10. So, it does fall into the same timeframe on when this may have started happening. But, it's only certain Cases and certain customers. Any ideas?
