Why would you send the same survey to two users for the same record when the other person has no idea about the record? That is not a valid use case.
The survey should be triggered and sent to the designated user only.

Hi,
I have a survey created in the mobile app that consists
“The second question is a reference field (sys_user) that currently allows selecting only one user at a time. How can I enable it to select multiple users?”
What are possible ways we can achieve this?
