Survey pop-up isn't displaying when end-user ends the chat

Have an issue with the survey pop-up in 'chat with support' functionality.

When agent ends the chat session with end-user, there is a survey pop-up displayed asking for the user's experience.(at user's end).

But when the same chat is ended by end-user, he won't get any survey link.

Need to know if this is OOTB behavior. 

Please find the attached screenshot of the survey pop-up.

Thanks for the response but this is not what I am looking for. 
KBA which you have shared is helpful if the survey questions are of image type.

But in this case, the questions are options based shown as below:

The pop-up for the survey ' Thank you for engaging online support' is not appearing when customer/user end's the chat. Its available only when agent end's session and we can see the pop-up . Once 'Take survey' is clicked user can see the above questionaries.

Please help me where I can find the code/script to enable this option to end user's as well.
