Is there any way to edit sys_template_Report (template report) table ?

sys_report_template is a UI page. 

And this is not available to edit.

I can't find that UI page. Is there any way to edit report templates ?

sys_report_template is a UI page Or  a Processor. Unfortunately there is no way to edit it. 
The source code for this page is restricted and cannot be found. 

What exactly are you trying to achieve ?
