System Administrator can't elevate roles to security_admin

Somehow System Administrator has been unable to elevate role to security admin...
Is there any possibilities?
When system administrator select "Elevate roles" on user menu, pop-up is shown but cant choose security admin on that pop up...
Need some configurations to show security admin on popup in above, or somehow data was lost..?

It seems, some important table data was lost when transfer from development to production.
We contacted to ServiceNow staff and they fixed problem, but I don't know the detail of what cause this issue....
You better to contact ServiceNow staff.

Do you still have a role called security_admin under User Administration> Roles?

I'd open a new community post as folks don't generally watch these older posts.
Also. Check if the property "glide.ui.impersonate_button.enable" is set to false, if so set it to true.
