templates in workspace

Hello, I have a problem in workspace.
when I want to create a new template from a new case and configure the template, the fields that have dependency are empty. how can I resolve this problem ?

I have want to create a new template in Workspace for case (using workspace), I have category and sub category fields, the sub category depends on the category. so when I try to create  a new template in empty case the sub category is empty even if I added the category prior to sub category in the template.

here it shows me that its empty and even if I added the category still show me the same

I checked if I have options in sub category and yes there is options.
