The same Notification goes out twice.

If I change 'Assigned to' and change it immediately, the same Notification is sent twice to the last person to change.

Why are notifications sent like this?

No I am sorry, I don't have any relevant documentation  to support this, this is purely on my observation. I have done R&D on notifications on how it behaves.

Check if there is different notification already ? go to sys_email table and check records, open each record and check what notification is trigger other email ? if both are same let me know otherwise you found the solution.

you changed the assigned to to some other user then it should send email to that user

What happens if you uncheck the Send to event creator checkbox?
