Theme Builder not applying the theme.

I just installed the theme builder and built a theme. I resolved all the accessibility issues it flagged. However, when I go to apply the theme I get this error. If I still hit apply nothing happens and the system does not update.

Error:  This theme includes inaccessible components. Try adjusting before applying it to your instance.

Has anyone run into this?

I was able to find the solution to my issue. In the theme builder the scope selection in the top right corner blanks out when you open a theme. You have to set the scope to something besides blank, before applying the theme will work.
