Meaning of a 403 is Server found what you are looking for, but is not ready to send you that information. This might be for various reasons, and community will not be able to connect to the instance you gave.

The best way you can get this resolved is to raise a HI ticket and get the instance looked at.

If you are in dublin, Eureka or in Fuji,

The user account you are supplying to get wsdl needs to have soap or admin role.
