Timezones

I had some issues with times on the Walk-up check in screen. Whilst investigating, I came across this. My interpretation of this, is that each time zone choice in the time zone field of the user table, has to have a value that is in the second column of this list.

My question is, what if it doesn't? My instance has a lot of entries where the choice value doesn't appear and, these time zone choices are in use and appear to have been used with no issues for years. Is there some kind of intelligent conversion or recognition taking place somewhere or, as I suspect, does the instance simply default to system time/date or something like that, if it can't lookup a time offset?

If it's the latter then it seems that I've just been lucky.
