You need to create a report on metric table.
Refer this :
There is a OOB meric Incident State Duration, which will capture the time spent on each state.
You need to create a report on metric_instance table with below filter condition,
Definition is incident State Duration.

Vinod, you can use OOtB metric definition which is available on Inc record and with same you can create the report as well.
