UI actions from parent form avaialbe on child

I have a form A and another form inherited form it lets say for B. The UI actions created on form A and available and functioning on form B as well. Would like to know if this is default behaviour. If yes, to serve what purpose. Can I disable this if I do not wish to them the UI actions from A to B?
