Is there any actual serious documentation anywhere for the UX Page Properties? Or has anyone made a serious sample library? Taking pieces from the templates, a few posts, some rudimentary tutorials, I can make a menu of sorts and a header. All I want is to make is a header with icon, title, menu links, and the customary user menu with Logout, and a footer with a row of links. Since people are making the samples they are making, even though they're not just what I want, I feel there must be a definition resource I'm missing. Guessing what might be accepted seems like an arduous and bound to be fruitless process.

Some are posted here: https://developer.servicenow.com/dev.do#!/reference/now-experience/rome/now-components/record/uib-se...
If you launch App Engine Studio, there are several templates you can load to see how they are built.
Also, under Tab: Resources, there are some training guides.

Hi,
Just to throw this out there that the UI Builder/Now Experience Framework (now being called: Next Experience Framework) is relatively still new. I'm not trying to make excuses for the lack of documentation/examples, but to be honest...it's not widely adopted within the ServiceNow Community. There's a small niche crowd that has dabbled in it and the ServiceNow Developer Program is doing it's best to churn out more and more documentation (to include their YouTube videos), but I wanted to make sure that you're aware of this just so you have more context.
It's getting better and more features have been added to San Diego (which is available in early access for personal developer instances and then general availability will be end of March/early April).

The page properties chrome_header & chrome_footer control the header and footers.
If you have other questions, including a screenshot will help me figure out where/what you are referring too.
