I have an attachment UI Macro it's not populating in the service portal

Hi 

Ui Macro is not supported on Portal. You can create a Macro type variable and add a widget instead of Ui Macro for the same.

Remove the Macro that is added and just keep widget.

Looks like you have used OOB ticket attachment widget, which might not work.

Try to use below widget and refer it there.
