Ui Policies not working

Hi All,

I have created UI Policy for the condtions and hiding the sections, it's working as expected before saving the record and not working after saving the record.

For both cases, i.e. working and not working.

Please see the screenshot S5, for pre-eng budget less than 100k and pre-engineering section is not visible which is correct, If you see the screenshot S6 for Pre-engineering budget greater than 100k the Pre-engineering section only should be visible but not Capital Appropriation request and Change of Scope. Please suggest. I have tried changing the order but no luck
