Unable to Fulfill a condition in Flow Designer

Hi,
I have a record producer, and based on the values of some variables of that record producer, I want to trigger a flow. I have a business requirement that when a manager changes and there are other two conditions as well, which is working fine, but for the Manager changes requirement, I have two variables, i.e. "Line Manager" and "New Line Manager", and I am using the condition as mentioned in the attachment. Any idea?

I am not 100% sure, but try to create a report based on these variables and see are you able to get the results or not. If not then it is not possible but if Yes then might be something wrong in flow.
