Unable to load headers from the XLSX data source ( scheduled import job: XXXXX)

We have a data Import that is failing only in Production with the following error on the Import set :

Unable to load headers from the XLSX data source ( scheduled import job: XXXXXX)

whereas , the front end when excel is loaded throws the following error.

Error Message

Either the attached spreadsheet does not contain the necessary information to complete this Request or it took longer than expected to process. Please refresh this list to see if the Request has been created. if it was not created, then please validate your XLS file and resubmit.
 
The excel file has data in sheet 7 and header row 1 as data source expects.

This error occurs when attempting to upload a protected file. You must verify the file info in Excel to ensure that the "Protect Workbook" option does not have any restricted access enabled.
