Unable to resolve Error - The requested flow operation was prohibited by security rules.
We are receiving the Error for Users other than Admin in Flow while creating the Catalog Task.

Please try after cache.do and also try to repair the flow designer plugin else log a now support case.

As the error indicates, ACLs are blocking this from happening. Put aside itil or catalog_admin for a second; what role does the user triggering the flow have?
Are you running the flow as the "logged in user" or "system user?" You may need to update the properties of the flow to configure it as the latter
