Please check whether you have the relevant role. If not, try accessing it from the list view; otherwise, it could be a custom system logic in your instance. [From the list view, it is restricted due to security, so the only way to do it is from the form view.]

Check for “Enable AI Search” client script onload if it is new sp_portal the. the checkbox always true from this client script.
