Hi @nameisnani ,
Follow these steps :
Open the "In Progress" update set
Scroll down and check if you have all the respective "Customer Updates ":
You had to Preserve In Progress Update Sets before the Upgrade or clone . Just make sure you keep in mind to Preserve update sets during the clone process. This option eliminates the need to export in-progress, global update sets before you initiate a clone. The default is none. You can select the latest 90 days to preserve the in-progress update sets during this time.

Hi @nameisnani ,
Please confirm if your dev instance is cloned before the upgrade or not?
If it was not cloned then there is no impact on in-progress update sets. And if it is cloned before the upgrade then the below article will be helpful for you.
Is it possible to retrieve the update set which is not taken as backup or saved before cloning ?
Please mark helpful or correct, if the solution helps you.

Varun

Hi Buddy ,
There will not be affect to update set .
You can retrieve Update Set through System Update Sets >> Retrieved Update Sets and recommit .
Hoping this will resolve your problem
