Upgrade Plan Items only showing upgraded Applications missing Plugins

We've upgrade from Utah to Vancouver, remediated the records and updated plugins/storeapp and finally build upgrade plan. But when we review the Plan Items it doesn't have the scoped plugin items.

Plugin activation can occasionally not install all the files.
Following these steps will re-install the plugin and usually fix the issue:
- Turn off the optimizer:
- Check to see if this system property exists: glide.upgrade.optimize.in_family.
- If it does not exist, create the system property (can import attached XML)
- Name: glide.upgrade.optimize.in_family
- Type: true | false
- Value: false
- Activate the plugin again
- Turn on the optimizer again. (Set the property to true again)
- Do not have to delete the property.
What the optimizer does when it is active:
- The optimizer will be in effect when:
- plugins are activated
- update sets are installed
- upgrades occur.
- If the platform sees that certain things have been activated/installed before, it will skip those files.
- Turning off the optimizer will not cause any data loss or data modification.
- In this case with it off, it is simply re-installing all OOB files and if any files are customized, it will not modify those files
Some reasons why the plugin may not install properly:
- The plugin is dependent on another plugin that is not installed.
- During the automated plugin activation, there may have been some network issues.
If any of the above doesn't help then you need to contact your ServiceNow Account Representative assigned for your company.

@Community Alums @Dr Atul G- LNG Thank you for your response. I’m working with the support. I’ve deactivated the existing Upgrade plan and initiated a new one. During this process, I encountered a build error message stating, “An App Customization already exists for this application, install it to make customizations to your application.” It appears that the issue may be due to an existing upgrade plan that was created 3 months ago and is still present in the AppRepo from a different instance. This seems to be the root cause of the problem.

Yes , repair plugin and if it did not work, log back to Now Support.
Try cache.do as well after repair of plugin.
