Upgrade required issue in Virtual Designer

I'm getting Upgrade required message when I try to create new Virtual Designer in Conversational Interface

Do you have Virtual Agent actually installed (is not free)? Or are you just using Virtual Agent lite (is free)?

The image you are sharing tells me you are using Virtual Agent lite. With Virtual Agent lite, you are not able to create new Virtual Agent topics using the Virtual Agent designer.

I think I'm using Virtual Agent Lite and I'm trying in my PDI. Is there a way for activating Virtual Agent in PDI for free?
