${URI} and ${URI_REF} not working in email templates

I have created a custom application that is using the email activities tool. In my email template I am trying to create a link to the parent request record of the application within that email using ${URI} or ${URI_REF}, but it is not working.

What comes out when I save the email and send it is "URI or URI_REF" no link, or number from the parent record comes out. Does anyone have any ideas of what could cause these two calls to fail? I've never run into this before.
