Hi,
I have an order guide that contains multiple catalog items. All of which have required fields.
Users not using the Service Portal are able to bypass the required fields as long as they fill out the required fields of one of the tabs and hit the checkout button
This creates a ticket for every tab instead of just the one that was filled out with incomplete forms.
Is there a way to default to only checkout the tabs that are filled out or stop the user from completing the checkout when required items are not filled in for all of the tickets?
Normally in service portal, users just select which tickets they want and it's not a problem, but here there doesn't appear to be any on/off nodes.

Do you have "Ignore Mandatory Evaluation" checked in the Rules? If so, you may try un-checking it.
