User Dependent Fields

On our sys_user table, our Department field is dependent upon our Company field.  However, I cannot figure out how the dependency is setup.  When I pull up the cmn_department table and look under the field Company, they are all empty.  I was expecting to find a value for Company in this field to control the dependency.  I am not 100% sure if this is OOB or a customization.  Does anyone have any advice or input on this subject?

Hi. Open Dictionary Entry Department on [sys_user] and scroll down to Dependent Field tab 'company' should be there.
