User roles for List View

Hello all!
I have a problem for some users who are not able to use the gear icon "Personalize List" in any table where they have access.
They can't even use the double click on a field to edit it: if they don't have permissions to edit the field it should appear that field in a gray color, but this functionality is disabled too.
Does anyone know why I have this issue?

Hello,
This is not a browser issue, because I'm using Chrome, Opera and Firefox and issue is reproducible on all of them.
About the impersonation, I was testing it this way, and Im getting the issue.

1. Check if user has list edit acl enabled for that table.
OR
2. There can be an after insert business rule which can cause the issue.
To confirm, you can go to transaction logs in the instance and if you find an error in the logs like: action aborted due to business rule then it is this reason otherwise something else.
Resolution
Turning the business rule off will resolve the issue or it can be modified as necessary.
