Users not able to add an attachment without logging into servicenow

Hi All,
I have a requirement where a catalog item is made public (enabled for users without logging in). The requirement is to make the attachment paper clip icon mandatory but whenever the user is trying to attach the attachment, it does not work. It works properly for logged in users. Is there a way to enable the attachment access for the users without logging in. Screenshot given for reference.
