Utah Patch 9 upgrade conflicts on ServiceNow managed ACLs - how to revert and why differences?

Hi
Patch 9 has identified a number of skipped ACLs that were created and updated by ServiceNow. They are also restricted files so we are unable to revert to base.
I've eyeballed a number and diffs are things like carriage returns.
The ACLs are created and updated by servicenow system users.
2 questions:
1) why are we even seeing customizations listed on config we haven't even touched?
2) what is the path to revert to base as access is restricted, but clearly we want to fix as i dont want to be bothered with these skipped recs at each upgrade...?

I am not 100% sure on this, as we did not face these issue or I got. For this log a HI case to SN to get sort out this.
