Variable Set - 2 column, alternating sides not working

I created a Variable Set with the "2 column layout, alternating sides" but it's functioning as a "2 column, one side then the other" layout. So when you tab from field to field, starting from the left it goes down and finishes the left side then goes to the right column and finishes going down.

Since this is within a Variable Set, is this a bug??

Is this behavior in the Platform UI, or is this in the Service Portal? In the Service Portal I have notice that many of the layout options do not function as expected, especially if you have nested containers and variable sets. Only the top-level container layout is honored in the Service Portal, which can really be a head-scratcher at times. The below link might help explain what you are seeing.

I'll also admit that the results (alternating sides vs. one side and then the other) always baffle me a little and I never get what I expect on the first try - must be a mental thing. 

If this is happening in the UI then there might be a bug somewhere - you might try creating another test variable set and see if you get the results you expect, or not, and move on from there.

I have seen other posts like this where eventually the contacted Now Support. I believe the response was that they don't have a good way to handle tab order. For me it seems to follow the order of the variables however I am using a variable set with a single row and I'm using a formatter to split it left and right. Maybe try putting in an Idea in for a tab order field in Service Catalog.
