View context menu not appearing for any users other than admin

Hello, I have been experimenting with my ServiceNow instance, particularly the 'views' context menu. I have been fiddling with creating new views for the incident table, along with messing around with the base views.
For whatever reason, the 'view' menu does not show up for any user other than the admin. How do i fix this?

please provide more details!
"any users other than admin" can be everyone, including users with no roles.
So it is important to know which roles your impersonated user has.

hello, so far i have impersonated only default users with no roles.
The ITIL role can see the filter context menu.
Is the filter context menu blocked to users with no roles?

as you can read on https://docs.servicenow.com/en-US/bundle/sandiego-platform-user-interface/page/administer/navigation... users with the "admin" or "view_changer" role can change views.
