Does PDI reclamation follow "Last used" or the instance login?

The "Last used" line on my developer home card reads 5 days 14 hours ago. Inside the instance, sys_user.last_login_time for admin shows a login 11 minutes before I read that card.
The developer site says PDIs are reclaimed after 10 days of inactivity, so the gap matters: by one record I have four days left, by the other I have ten.
Context that may be relevant: the instance was offline for three days during the recent platform issue and came back on its own. I am wondering whether usage tracking stopped recording then and has not resumed.
Two questions:
1. Which record does the reclamation job use - the portal's "Last used", or the login recorded inside the instance itself?
2. If the display is wrong, is there any way to confirm an instance is not about to be reclaimed, or to have the counter corrected?
I have read the existing thread about "Last used" not resetting, where the answer is that it is a known issue with no support. I am asking about the reclamation risk specifically, not about the display.
