Virtual Agent - Is there a way to send a message to users in the chat queue?

I am looking in to the possibility of sending all the people waiting in the virtual agent chat queue a message. In the screen shot attached there are 52 users waiting in the chat queue - I was tasked to find out if there was a way to send them a message (bulk style) or post a banner in their chat window to reach all of them at once. 

Use case - there is an outage on a service that drives up chat interactions - if there is a workaround or a known issue information about that can be sent to the people that are in the chat queue and they can either use the workaround or drop off chat if they wish. Either way it frees up the agents working the queue as information is provided and if applicable to them users can leave.

 

I have searched around the community and through the VA chat documents and have not found anything on it, which leads me to believe you can't do this - but I wanted to ask incase I missed something and it is actually possible.

There is no OOTB approach to achieve it!!

You need to customize using flow designer , please use this approach , But the queue count wont refresh even if user advances in the queue.:
