What are Outage Records? What is their use (with use case if possible)?

Outage records to keep track of the unavailability if services. It can be planned / unplanned as well.

Ex: Yoy got a message from your bank that ATM or online banking is not available from Sunday 2 PM - Sunday 6 PM due to upgrade or maintenance, this is out, and your bank created a record in the backend to track this.

The outage can be linked with Inc or change.

Do outages show up anywhere as a message or is it just to track how long an application is down.  I am learning MIM and trying to understand why we should create an outage record and what purpose it serves.
