What is emails with no target found in sys_email ?

Hi,
I found there are emails which don't contain any target record. To my knowing, emails with target record will show in the activity log of that record but there are many emails with (empty) target record I found in this table. So is there any possible chance emails with empty target record will be shown to an random record in my instance ?

Email records with an empty target should not show up in the activities of a random record no. Are you seeing this in your environment?

I'm trying to find one, due to there is an Security improvement which is "Restrict Access to Emails with Empty Target Table" so I need to check why is it important and this is the first time I've seen this so I don't have much experience about it.

As per my knowledge, I don't think emails with empty target record will be shown in random record. below servicenow support article may help you how this type of emails are being created.
