Email Notifications are outgoing emails from service now and inbound actions are actions service now perform when receive some email.

Hi Veer,
The basic difference is in email notification, email are sent from an instance. Whereas in inbound email action, certain actions are triggered depending on email coming into the instance.

Hi,
Email Notifications: Email Sent from Instance( Servicenow ) to users.
Inbound Actions: Actions performed on Incoming emails (From Users) to Servicenow. For e.g.: filtering the mails of particular senders.
These actions can be configured on the basis of type of mail recieved. (New, Forward or Reply mail.).
