Closed Skipped indicates that a task within a service catalog workflow has been closed without being completed because it was skipped during the workflow process.
This state can have various implications and impacts in ServiceNow, depending on your workflow and configuration.
In your case it looks like you are manually selecting the state of the catalog task as "Closed Skipped", as mentioned it will have impact if you have the associated catalog item based workflows having some conditions/configurations which include the closed skipped state, if you are sure that there is no such config done from your end then it should not impact.
But what is the purpose of manually marking the state as "Closed Skipped", because this state should typically be set from workflow rather than manually selecting it.
If you manually want to close the task if its completed then select "Closed Complete" and want to close task if incomplete then select state as "Closed incomplete".
