Tell us about the "Impersonate user" role.

We are going to ask a non-developer user to test a catalog item.
We would like to have the person in charge of accepting applications/acceptances from the service portal form to test the application.
▼ Question.
We would like to have non-developer users operate on behalf of non-developer users without granting them the admin role, but if there is a role that grants them only the authority to operate as an "Impersonate user", please let us know.
The admin role has too much authority, so we do not want to grant it if possible.
For your information, we currently grant only the role "itil" to the person who accepts applications.
If so, please let me know which role to grant.
