What is the use of OOB notification 'Change Notification' ?

Hi All,

There is an OOB notification on change table called as 'Change Notification' which should be sent when event 'label.notify' is triggered. But I could not find any trigger point for this event.

Any pointers on this notification please?

triggered when record is changing

Tags used to be called "labels" but that was changed several releases ago.

Does it trigger from any workflow or business rule? 

What are the tags or labels that you are referring to?

As per the link shared by @Ankur Bawiskar  this notification trigger when there is change happened in record.
