What is the use of OOB notification 'Change Notification' ?

Hi All,
There is an OOB notification on change table called as 'Change Notification' which should be sent when event 'label.notify' is triggered. But I could not find any trigger point for this event.
Any pointers on this notification please?

What kind of changes? Could you explain with an example?

Hi, I tried changing the planning dates in a change ticket but yet i didnt see any new email notifications generated in the system email logs. Even in the event logs i dont see this "label.notify" even getting trigger anywhere in the instance since the inception. It's really weird that this notification exists but i couldn't seem to find any documentations for it.
