When a task is closed skipped and a new task is created, a notification should trigger

A task will be created under the Request with short description 'upload diversity certificate task'. When the approval is rejected in the task, state of the task changes to closed skipped and a new task is created with state as open with the same short description and request number. When this state changes to work in progress a notification should be triggered.
In my case, notification should not be triggered when the task with the above short description is created for the first time under the request, only when created for the second time after rejection of the first task notification should trigger.... So I need to check through script whether there are any previous 'closed skipped' task under the request number.... if so then notification should be triggered.... if not notification shouldn't be triggered.
How can I achieve this through Business rule script... Can anyone provide me any sample script for the above requirement.
