When an incident is added as a child, regardless of the state, it will revert to new on add. as mentioned pls let me know how can we fix this.

You are not creating a child incident; you are copying the incident, which means creating a new incident with the same values. While copying the incident, the state of the original incident remains unchanged. The new incident will be created with values copied from the original incident fields, based on the system property "com.snc.incident.copy.attributes." The state value for the new incident should always be "new."

no let me tell you briefly, In parent incident when creating through related links then child incident is created and parent incident state also is in inprogress, only but when creating child incident through action bar the parent incident state is going to new state. I think it isn`t functioning as expected.. Its my thought on this.

You’re getting confused and mixing up the two terms:

When you click "Copy Incident," it doesn't create a parent-child relationship. It simply copies the incident and creates a new one, with no direct relationship between the two incidents.

On the other hand, if you click "Create Child Incident," that establishes a parent-child relationship, and the child follows the parent incident.
Now, please don’t interchange the terms like "Copy Incident" with "Child Incident." Be clear with the terms to avoid any confusion in understanding.

As per the screenshot you shared, it is showing "Copy Incident," not "Create Child Incident." Please confirm if you are using the "Child Incident" UI action or the "Copy Incident" UI action.
