Where are the widget layout templates stored?

When you select to configure a widget (like an icon link), there is a field at the bottom for template.   It has Top icon, Circle icon, and Color box.   Where do these come from? Is there a way to create new ones to use for your widgets?

The top icon, circle icon, etc. are options defined by the widget. If you want to add more, you can add options through the widget editor's configuration menu.

When you place a widget on the page, a widget instance is created and your options for that instance are stored there.
